Ето процедурата за подаване на жалба в Human Rights Council на ООН:

Complaint Procedure
Based on the previous “1503 procedure” the Council's confidential complaint procedure will allow
individuals and organizations to continue to bring complaints about gross and reliably attested violations
of human rights to the attention of the Council.

The complaint procedure will be more victims-oriented and will conduct its work in a more timely
manner;

The procedure will ensure that the complainant and the State concerned are informed of the
proceedings at key stages of the review;

Two working groups, on Communications and on Situations respectively, will be established to
examine communications received and bring to the attention of the Council consistent patterns of
gross and reliably attested violations of human rights and fundamental freedoms;

Both working groups will meet at least twice a year for five working days each period;

The procedure provides more options on the measures that may be taken by the Council at the
conclusion of the process.

Това, което Чут Чут е пуснала е петицията до британския министър председател, за да се подпише трябва да живее човек в Англия. Малко бавно става; вчера гледах 37 подписа, още не съм получила потвърждение по емайл за да се добави и моя.

И ето отговор от режисьорката на филма, след обществената реакция след филма; не разбрах къде е публикувано; копирам от друг форум. Подчертала съм където пише, че вече се работи по въпроса за допълнителна сграда и персонал:

I am overwhelmed with the response to my film Bulgaria's Abandoned Children. Thank you all for making the effort to write down and share your thoughts and emotions after watching this deeply depressing film.

For me - this is what making the film is about - an emotional response to a totally unacceptable situation and a call to action. There is really no point in spending months on the road filming and bearing witness to such neglect and unhappiness - if then nothing changes.

It is the very reaction and help that you can offer that is the purpose of putting such tough viewing on the BBC.

Perhaps I can take the opportunity to tell you a llittle more about the actual filming - and my thoughts on what we can all do.

Filming was immensely depressing! Day in and day out - watching their empty lives and seeing their minds trying to cope with the total lack of stimulation and love - by self harming and rocking in such a purposeful and often violent way. I knew their misery was deep rooted once I learned how long each child had been there. As the film makers we were often in a difficult position because we needed to keep our access open in order to document life in the institute over a period of time, rather than just dropping in and out of the children's lives. We needed to be calm and non obtrusive so that we did not change the routine and so depict an accurate picture of life at Mogilino. I must say I did get more and more angry with each visit - frustrated and speechless too sometimes.

Мost of the staff were fairly welcoming - and showed no shame for the way the children's bodies and limbs were wasting away. It was as if all was fine. This was something I witnessed in China too when making The Dying Rooms - the staff were not embarrassed to let us film dying children, as it seemed the norm. The Director's absence in Mogilino and her lack of information about individual children said it all. Her main concern was to keep the institute open so that the staff jobs stayed in tact. And hers. Her twin sister is the Social Worker there and her boyfriend runs the ''donations and store room''. We donated 250 sheets to the children and some coffee for the staff at christmas. We never saw the sheets and the staff never received their coffee.......

I think something very important is - for anyone visiting the institute - it would look ''pretty ok'' on first viewing - because the walls are painted, the place is bleached and the children have clothes on their bodies and quite often shoes on their feet. The actual physical environment is surprisingly acceptable - because the staff know how to clean! What really matters is the condition of the children themselves - wasted limbs, bed sores, chronically dry and cracked skin, soggy thumbs that are sucked for a long period of time without medical help, relentless rocking and self harming, cuts and bruises to the body.

The children lack access to sunlight and fresh air and they are deficient in vitamins, mineral and nutrients for essential growth - so they are all a lot smaller than they should be. The Director and staff put this down to ''their disease''. Their disease is the institute.....

The children that particularly disturb and upset me - are the blind. Imagine being dumped by your parents just for being blind and then living the rest of your childhood in the darkness at Mogilino. We all know what blind people are capable of. But not at Mogilino. They fade away. Some die.

Vasky and Stoyan will die if they stay there.

Which brings me to what I want to do!

Because of the massive impact of the film here and in Bulgaria (though it has not yet been screened on television in Bulgaria it has been all over the newspapers), we are very close to getting permission (through our contacts in Bulgaria) - to either take over a new building in a nearby bigger town and then transporting the children of Mogilino to this building - OR moving ''help'' into Mogilino and caring for the children whilst they are there.

We have people who are trained staff and specialists in Bulgaria who are prepared to work with these children to help them. To give them their lives back.

What we need is donations of all kinds on all levels - from clothes, toys, shoes and bedding - through to skilled and specialist staff who can share their knowledge with carers in the new home environment - through to money donations.

What I personally want to achieve is a new home environment for all the children of Mogilino as soon as is humanly possible. I have wonderful and totally trustworthy people on the ground in Bulgaria trying to achieve this right now.

доколкото аз разбрах, самата Кейт е решила да направи нова сграда в по - голям град, където да транспортира всички деца, и там те да бъдат отглеждани така, както трябва, има и хора, обучени за това, само и трябва дарени - на всичко - дрехи обувки, всичко, така ли
Явно, че от дома ни лъжат......а и имайки в предвид факта, че самата тя явне не е смеела да каже нищо, за да не и секнат достъпа...и аз вече знам, на кого да вярвам.

Мишолина,нали не мислиш,4е ако имаме филма и можем да го ползваме за доброто на децата ще си го държим тук и няма да го разпространим?
Ако аз имам нещо и съм го платила(ти де  ) ,то е моя собственост и ползването му си е моя работа .Аз определено смятам ако го имам да направя вси4ко възможно той да се гледа и покаже каквото и на когото трябва.И никакви права не ме интересуват.По тая тяхната логика нашата държава може да ги подведе под отговорност за ползване ли4ните данни на гражданите и нарушаване правата на децата  В адски голямо нарушение са,но работата е та,4е никой няма да ги подведе

та,не ми пука къде ми казват те да го пускам или не.Искам филма,и щом е платен съм си платила и правото на ползване Логиката е такава,а те правата да си ги държат
